IV. Armed conflict and peace processes in North Africa
Almost a decade after the 2011 Arab Spring, North Africa—here comprising Algeria, Egypt, Libya, Morocco and Tunisia—is undergoing a convergence of crises, with negative spillover onto the stability of neighbouring states in sub-Saharan Africa (see chapter 7) and in the eastern Mediterranean (see chapter 5).1 The lone Arab Spring democracy in Tunisia is also at risk, sandwiched between Libya’s civil war and an Algeria in transition (with mass protests demanding extensive constitutional and economic reforms continuing in 2020).2 This section briefly discusses the non-international armed conflict in Egypt and the growing tensions in Sahrawi Arab Democratic Republic (Western Sahara), but focuses on the civil war in Libya.
