One armed conflict was active in Europe in 2018: in Ukraine. The initial causes of this conflict and the extent to which it represents a civil war, with primarily domestic origins, or a foreign intervention by Russia are hotly contested. Given the status of the conflict in 2018, here it is defined as a low-intensity internationalized, subnational armed conflict.1 Some unresolved conflicts in Europe, although inactive, seemed as intractable as ever. This section reviews key developments in the region and the active armed conflict in Ukraine.
