Events in 2019 clearly showed that bilateral nuclear arms control between Russia and the United States was failing. On 2 August the USA formally withdrew from the 1987 Treaty on the Elimination of Intermediate-range and Shorter-range Missiles (INF Treaty) due principally to alleged noncompliance by Russia, leading to the treaty’s demise.1 In addition, there was no agreement to extend the only remaining nuclear arms control agreement between Russia and the USA—the 2010 Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START)—which, if not extended before February 2021, will also lapse.2 With these two decisions, Russian–US arms control faced the most significant crisis since 2002, when the USA withdrew from the bilateral 1972 Anti-Ballistic Missile Treaty (ABM Treaty).3
