Bilateral and multilateral engagement on nuclear arms control suffered significant setbacks in 2022. The beginning of the year was auspicious, with a joint statement by the leaders of the five permanent members of the United Nations Security Council (the P5)—China, France, the Russian Federation, the United Kingdom and the United States—on ‘Preventing nuclear war and avoiding arms races’ (see section II). This underlined the importance of arms control agreements and commitments and expressed the intention to seek ‘bilateral and multilateral diplomatic approaches’ including to prevent arms racing.1 January was also marked by the continuation of the bilateral strategic stability dialogue between Russia and the USA. During these talks, which were intended as a precursor to arms control negotiations, the two sides exchanged security concerns, but they found differences between their positions on several key issues to be intractable.
