The talks with Iran that had started in Vienna in April 2021 with the aim of reviving the Joint Comprehensive Plan of Action (JCPOA) continued in 2022, without leading to a solution. They took place against the backdrop of—and were complicated by—an investigation into Iran’s past nuclear activities, a government crackdown on protests in the country and its military support to Russia in the war in Ukraine.1
