I. Universal treaties
The convention would have created a system for supervision and transparency in the international arms trade. It would also have banned the import or export of weapons otherwise prohibited by international law. It was to have entered into force after ratification by 14 states, but it never did so since many states conditioned their ratification on ratification by others.
