In 2009 progress was made in advancing nuclear disarmament and non-proliferation efforts. Russia and the USA opened negotiations on a new strategic arms reduction treaty. The UN Security Council adopted a resolution aimed at enhancing nuclear security practices and addressing the threat of nuclear terrorism. Two new nuclear weapon-free zone treaties entered into force, one covering Central Asia and the other Africa. The nuclear programmes of Iran and North Korea continued to raise proliferation concerns. North Korea conducted a second nuclear test explosion and resumed the production of plutonium for nuclear weapons. In Iran the International Atomic Energy Agency remained unable to resolve questions about Iranian nuclear activities with possible military dimensions.
