With pride and a tinge of regret, I am honoured to pen this preface to the 41st edition of the SIPRI Yearbook. It has been my privilege to serve as the Chairman of the SIPRI Governing Board for 10 years, and now, owing to term limits stipulated in the institution’s statutes, I will step down in 2010.
