The AU was formally established in 2001 when the Constitutive Act of the African Union entered into force. In 2002 it replaced the Organization for African Unity. Membership is open to all African states. The AU promotes unity, security and conflict resolution, democracy, human rights, and political, social and economic integration in Africa. The Peace and Security Council (PSC) is a standing decision-making organ for the prevention, management and resolution of conflicts. The AU’s headquarters are in Addis Ababa, Ethiopia.
